CN Rail says train conductors begin strike

MONTREAL (Reuters) - Canadian National Railway Co. said on Saturday that 2,800 of its conductors and yard-service workers at its operations in Canada began a strike, a work stoppage that could affect the country's key shipments of grain, timber and other commodities.

CN, Canada's largest railway, said it was putting management personnel on trains and in switching yards to continue freight operations across Canada because of the strike by members of the United Transportation Union (UTU).

About 2,800 workers went on strike at Canadian National Railway Co. early Saturday after talks between company and union representatives broke down in Montreal.

CN has said it will ask the Canadian Industrial Relations Board to declare the strike illegal. However, the union says it has not broken the labour code.

CN said management personnel would fill in for the striking conductors and yard workers, and passenger service on Via Rail and commuter trains would not be interrupted.

"CN's comprehensive strike contingency plan will assure freight service across our network in Canada during this unfortunate labour action," E. Hunter Harrison, president and chief executive officer of CN, said in a news release.

RESPONSE TO HUNTER HARRISON'S BROADCAST MESSAGE (9-Feb-2007)

Let us start by saying we are also deeply disappointed that we could not reach a negotiated settlement with the Company.

We are going on strike over issues that have been forwarded to our office as concerns that are near and dear to our membership.

Contrary to Hunter's assertion that the Company is not looking for a fight, it can be said without hesitation that the Company has not addressed any of the Union’s demands in a meaningful manner.

Where does that leave us? In a labour dispute over issues the Company will not address in an effort to achieve their own agenda. To state that all the Company’s demands have been removed from the table is disingenuous.

Your bargaining committee has repeatedly tried to press the many outstanding issues that have plagued our membership these past 3 years to no avail. The Company’s response has been to offer extensions or status quo agreements.

The membership has spoken overwhelmingly against working under the present conditions. We would have preferred to deal in a reasonable manner with reasonable people. Unfortunately, this has not been the case.

Your bargaining committee appreciates your continued support and will keep you informed on any future developments.
